The Wayne County Criminal Court System

As a general rule, under Michigan's court system, counties operate both district and circuit courts. District courts handle all procedures for misdemeanor trials where the penalty does not exceed one year. District courts also conduct preliminary examinations in serious misdemeanor or felony cases where the penalty attached to the crime in question is one year or longer. If enough evidence exists for a serious misdemeanor or felony charge to go to trial, it is transferred to the circuit court for that county.

Wayne County, Michigan, has 1,820,584 residents, making it Michigan's most populous county, as well as the 15th most populous county in the nation. Wayne County is made up of 34 different cities (three of which also lie partially in other counties) and nine townships, and encompasses over 672 square miles in the southeastern portion of Michigan's Lower Peninsula. The eastern border of Wayne County is the Detroit River and Lake St. Clair, which connect Wayne County, via the Ambassador Bridge and the Detroit-Windsor Tunnel, to Essex County, Ontario, in Canada. Wayne County is bordered on the north, east, and south by Washtenaw, Monroe, Macomb, and Oakland counties in Michigan.

Wayne County was one of the first counties formed in the Michigan Territory, and it originally covered the entire Lower Peninsula, as well as portions of land that would later become parts of the states of Illinois and Indiana. And though the size of the county was pared down over the years, Wayne County itself steadily grew in population; at the turn of the 20th century, Wayne County had a population of almost 350,000 residents. When the automobile industry went into high gear, Wayne County's population boomed, growing from roughly 530,000 residents to over 1.1 million in the decade from 1910 to 1920. Detroit, the county seat of Wayne County and Michigan's most populous city with 713,777 residents, remains known as "Motor City" or "Motown," and the companies that make American automobiles and automobile parts are commonly still based in and around the Detroit area. However, the downturn in the nation's economy has affected the United States' automobile industry, which has had ramifications on other industries and enterprises in Detroit and other areas of Michigan.

As the automobile industry has gone into decline, the economic well-being of Detroit and its surrounding communities has suffered, with unemployment topping 16 and 17 percent over the last few years, which is significantly higher than the economic slump experienced in the early 1990s and higher by a significant margin than other areas of the country. Detroit and the rest of Wayne County have developed a history of high crime, and have further experienced a growth in crime in recent years. The crime rate in Wayne County is significantly higher than the average crime rate in Michigan, with more than two times the state average. The crime rate within the city of Detroit is even higher. In a given year, roughly 7% of Wayne County residents can anticipate being the victim of some type of crime, and roughly 9.5% of Detroit residents can anticipate being the victim of some type of crime.

According to recent Michigan State Police records, there were 216,041 criminal offenses committed in Wayne County, leading to 61,288 arrests. Of these offenses, about 2,330, or roughly 1.5%, were specifically classified as sex-related crimes, such as rape, prostitution, solicitation, sexual abuse, indecency, and other criminal sexual offenses, leading to over 440 arrests.
